Russia's regulator said Discord failed to remove prohibited content and refused to open a local office; the block came after months of fines. Turkey's court order cited abuse material shared on the platform. China blocks it as it blocks every foreign social platform. In the Gulf states the issue is not Discord itself but voice over IP, which is restricted to protect the telecom operators' call revenue, so the app loads and the calls do not.
Schools block it because it is a chat and voice app that is hard to monitor, and because safeguarding policies treat unsupervised direct messages with strangers as a risk for younger students. Universities are more relaxed. Employers block it for the same reasons they block any consumer messenger, and some block only the voice servers to save bandwidth.
Filtering products usually match Discord by its domains and by the IP ranges of its gateway and voice servers, which is why the symptom is a half-working app rather than a clear error.
Understanding Internet Censorship
Internet censorship takes many forms, from state-level firewalls to corporate network restrictions. Organizations like Access Now's #KeepItOn coalition track internet shutdowns globally, while the Open Observatory of Network Interference (OONI) provides open data on censorship around the world.

Alternative methods to unblock Discord
On a personal phone, mobile data is the quickest way around a school or office filter; the block is on the Wi-Fi, not on your carrier. In a country that blocks Discord nationally, that does not help.
The browser version at discord.com occasionally works where the desktop app is blocked, because some filters list the app's update and gateway domains but not the site. Voice in the browser is limited, and if the gateway is blocked the web version hangs in the same way.
Changing the device's DNS beats the simplest school filters and nothing else. For a reliable connection, text and voice, on a device you control, a VPN is the method that holds up.
Is unblocking Discord legal?
Discord is legal to use nearly everywhere; the national blocks are orders placed on the networks and carry no penalty for the person using the app, with the usual exception of countries that regulate VPNs themselves. In Russia, VPN providers have been blocked but users are not prosecuted for ordinary use. In the UAE the rule is against using a VPN to commit an offence, and the rules on internet calling apply to the service, not to a user making a call. On a school or company network, getting around the filter can break the rules you accepted.
